Via the Star Tribune’s Andy Mannix: Hennepin County Attorney Mary Moriarty says she’ll dismiss murder and manslaughter charges against Minnesota State Trooper Ryan Londregan after a prosecution expert’s new analysis of video of the shooting death last summer of motorist Ricky Cobb II.
